Tom received a B.A. degree in Physics from Carleton College, Northfield, Minnesota; a Masters of Science and a B.S. degree in Civil Engineering from the University of Illinois, Champaign-Urbana. He also completed the Command and Staff Program of the Naval War College in Newport, Rhode Island and the JPME Phase II program at the Joint Forces Staff College in Norfolk, Virginia.Biography
Tom Mitoraj is Senior Vice President of Business Operations, for exp Federal, a multidiscipline Architecture, Engineering, and Construction firm headquartered in Chicago. exp Federal provides world class services to the Department of Defense, Department of State, and numerous other US Federal agencies in locations around the globe. He is a registered Professional Engineer, a certified Project Management Professional (PMP) and Certified Safety Professional (CSP).
A recognized leader in the AEC field and higher education, Tom has been an Adjunct Professor since 2010 at Northwestern University, where he teaches project management, safety, design, and construction topics in the Master of Project Management (MPM) program as well as the Master of Science in Executive Management for Design and Construction (EMDC) program.
Tom served over 20 years as a Naval Officer in the Civil Engineer Corps of the United States Navy. He qualified as a Seabee Combat Warfare Officer, warranted Level III Contracting Officer, Joint Officer, Embarkation Officer, and Master Training Specialist. He retired as a Commander after serving in numerous units around the world including:
- Chief Engineer, Joint Task Force, Horn of Africa (CJTF HOA) – Djibouti, Africa
- Northeast IPT Leader and Assistant Ops Off., NAVFAC MIDLANT, Norfolk, Virginia
- Base Operating Support (BOS) Program Manager, Navy Region Northeast, Groton, CT

His military awards include the Defense Meritorious Service Medal (2), Meritorious Service Medal, Navy/Marine Corps Commendation Medal (5 awards), Joint Achievement Medal (2), Navy/Marine Corps Achievement Medal, Humanitarian Service Medal, Expert Rifleman Medal and various Campaign and Unit Awards
When not working or taking part in family activities, Tom can usually be found on a tennis court. He is certified by the Professional Tennis Registry (PTR) and a member of the United States Tennis Association (USTA). He is the author of the highly rated book, Raising Capable Children with Common Sense, Basic Decency, and Passion published by Outskirts Press and available on Amazon. Tom is an Eagle Scout and has been involved with Boy Scouts in a variety of roles including Scoutmaster, Assistant Scoutmaster, Merit Badge Counselor, and other volunteer positions. Tom also enjoys time playing acoustic guitar in his band, Mysterious Smile.
